Customs Code 10 Digits That Define Your Product

In international trade, one of the key concepts is the customs code — a set of digits that serves as a practical tool for efficient logistics, accurate tax calculation, and the avoidance of penalties.


A customs code is a standardized numerical identifier that classifies every product within the foreign trade system. It is part of the globally harmonized commodity description and coding system (the HS Code), which is used by more than 200 countries worldwide. In Ukraine, this code is also referred to as the UCC FEA (Ukrainian Classification of Goods for Foreign Economic Activity).


Each product has its own unique code consisting of 6 to 10 digits, for example: 8517.12.00.00. This code enables customs authorities to promptly determine what goods are being transported, which customs duties apply, and whether permits, certificates, or other supporting documents are required.


The numerical structure is hierarchical.
The first 6 digits represent the international HS code, which is uniform across all countries engaged in international trade.
The following 2–4 digits are national subcategories that further specify the product for a particular country. For instance, code 8517.12.00.00 indicates that the product belongs to the electronics category, specifically mobile phones, and is subject to VAT in Ukraine.


The customs code is required in multiple cases, including:

  • Calculation of customs payments the correct identifier determines applicable customs duties, excise tax, and VAT upon import;
  • Accurate documentation invoices, packing lists, and customs declarations must contain the correct code;
  • Certification compliance certain goods are subject to mandatory certification or special permits;
  • Application of customs preferences — for example, when importing goods under free trade agreements, including those with the EU.
